Prosecutor's Office must investigate Wiens and the 15 inspectors for corruption
After the confirmation of the Comptroller General of the Republic (CGR) on the data revealed by La Nación Investiga, the former minister of the Ministry of Public Administration (SFP), lawyer Humberto Peralta, questioned the irregularities that occurred with the fifteen inspectors of the National Directorate of the Highway Patrol (DNPC) who received their salaries without working for three years thanks to a special permit granted by Arnoldo Wiens, former head of the Ministry of Public Works and Communications (MOPC).
The general inspectors came to collect a total of G. 4,672,025,979, and according to the final report of immediate special inspection, it was found that they did not provide their operational services, did not register their attendance at their workplaces and did not perform any function specific verified that they could make them meritorious to be privileged with licenses or permits by award as established by the regulatory decree of the Highway Patrol Law.

About this situation, the lawyer Peralta mentioned that this case can be characterized by some punishable acts established in the Paraguayan Penal Code.
“The first irregularity is the lack of consideration for services. Just as work is not presumed to be free, neither should it be presumed to pay a person without working, that on the one hand is the responsibility of the worker, this figure of illegally charging is improper collection of fees, but on the other hand the one who pays, the that authorizes the payment is a cause of breach of trust”, explained the former Minister of Public Function to the television program “Duro de callar”, broadcast by channel GEN/Nación Media.
He then added that “if we are talking about so many years of charging unduly, which does not correspond, ignorance of the law is not presumed to say that it was not known that there was no consideration for the service. If the Comptroller itself confirms the investigation, it effectively means that it is one more act of corruption.” Read More…
