Morocco: unions and government sign agreement on unified status for teachers
After over a year of social dialogue, negotiations between the government and the Confédération Démocratique du Travail, Fédération Démocratique du Travail, Union Marocaine du Travail, and Union Générale des Travailleurs du Maroc have resulted in this crucial agreement. The new status will replace all pre-existing employment arrangements and create a fresh start for all, including contract teachers, based on new foundations.
The agreement covers two key areas – the issues agreed on and the obligations of the different parties, such as maintaining previously secured rights and gains of all employees and the development of a new educational architecture to guarantee equity and equal opportunities. A significant innovation is the abandonment of 12 different employment statuses corresponding to the staff of the 12 Regional Education and Training Academies, and the inclusion of objectives relating to the qualification of teachers and the development of their careers. The agreement should lead to additional budget funding of 6 billion dirhams (547 million euros) by 2026. Education International warmly congratulates the education unions and the government of Morocco on this agreement, which demonstrates the importance of social dialogue in improving the status of teachers and moving towards quality education.
The Casablanca Declaration, signed by three national federations of education unions, calls on the government to guarantee free public education at all levels and to increase education funding to 6% of GDP.
The signing of the new agreement on a unified status for teachers marks a significant step towards improving the working conditions and social protection of teachers in Morocco.
