Italy inks accord for vulnerable migrants who wish to work in construction

A three-year Memorandum of Understanding has been signed in Italy to train 3,000 refugees and vulnerable migrants to work in the construction sector in order to help them towards autonomy.

Some 3,000 vulnerable migrants will have the chance to take part in a training program that includes helping them enter the world of work in Italy. The beneficiaries include migrants with international protection and unaccompanied minors.

On Monday (May 16) the Italian government, the Italian national builders association ANCE and the unions working in the sector signed an agreement to facilitate access to the labor market for those fleeing war and international crisis situations, especially minors who arrived without their families.

The initiative aims to provide equal opportunities for men and women. Those taking part will be selected at the country's reception centers and system, according to the labor minister Andrea Orlando, and will be included in training courses of building schools which are coordinated by the Formedil agency.

The program includes apprenticeships with companies working in the sector. For unaccompanied minors and those who have just turned 18 there will also be pilot programs based on apprenticeship contracts.

Chance to become autonomous

The aim is to ensure autonomy for migrants and "support growth driven by super-bonuses and the National Recovery and Resilience Plan (PNRR)," the minister said, "since training and work are always extraordinary drivers to foster integration, enabling migrants to build a new life in Italy and to contribute to the growth of our country."

"Employers and unions were able to look clearly at this situation with attention to the most vulnerable and with the aim of meeting a high demand for manpower," he said.

Orlando underscored that there is focus also on "the future of those fleeing the war in Ukraine and is seeking protection, reception, and integration here," stressing that he hoped there would be "similar agreements signed for other sectors soon as well."

Interior minister praises accord

Interior Minister Luciana Lamorgese said the memorandum (MoI) "intends to provide a response to a concrete need, that of facilitating insertion in the world of work in a strategic sector of the national economy -- as is the case with construction -- of vulnerable foreign citizens."

She added that, "I am sure that the MoI represents an important model that will be able to stimulate new, wider forms of alliance between the public and private sectors of the national economy." Read More...
